Nice project outline Adam. I think finding ways to better integrate GIS into more departments and to leveraging GIS into existing processes is likely an issue we’re all had to deal with. I feel your main issue, as you pointed out, will be the word count for your final project. Your outline if well thought out and detailed, which I see as being helpful when writing the draft for your project as points will not be mistakenly omitted. Some of your points I can see as only being a few lines, which may help in keeping your word count under the limit. It may also be wise to split the word count among the sections of sections of your outline to ensure the project is within the limit (I saw a handful of our classmates implementing this and I found it to be very sensible, I’m likely going to be doing this myself). You may also want to conclude with takeaways discribing of areas your design that worked well and areas that my need improvements/additional capital. Overall, it looks like you are off to a good start and I look forward to seeing your final project!
